    "The story of the first Christmas is a tale of a homeless child. The story
    of this Christmas should not be one of hundreds of thousands of homeless
    children in the United States. But this, tragically, is the state of
    America as we head into the final decade of the twentieth century.

    For the first time in history mass homelessness is ravaging the United
    States during a period of economic prosperity. Even as our government
    dismantled most of its long-time efforts to house the poor, record numbers
    of homeless children -- often with their parents -- appeared on bread
    lines and in emergency shelters throughout the country. This winter, there
    will be more homeless Americans than at any period during the century.
    Something is terribly wrong.

    Everyone can contribute energy to turn this unnatural disaster around.
    Help someone you see on the street. Join in with civic groups, with
    churches and synagogues, with friends and neighbors to help feed the
    hungry, comfort the afflicted and house the homeless. That is the message
    of churches and that is the foundation of every religion of the eastern
    and western world.

    Helping as individuals is good, but it is not enough. The next step is
    political. From the trenches of direct action come the foot-soldiers of
    reform. No political party can claim a monopoly on neglecting the poor,
    and all political and government leaders must be made to understand that
    our values of civilization are undermined when we relegate millions to
    live on the streets.

    Housing, first and foremost, must be recognized as a fundamental right.
    Housing is essential to human survival. It cannot be distributed as a
    marketable commodity available only to the strong, while the poor huddle
    in doorways. There must be enough housing to go around, and a national
    commitment to that end must be forged. It cannot wait.
